Designates the fourth Saturday in September as "Public Lands Day" in Hawaii to recognize the significant value and beneficial uses of the State's public lands.

Establishes Public Lands Day in recognition of public lands' contribution to the economy, ecosystem, and culture through recreational opportunities, grazing areas, wildlife refuges, and forest conservation.

Explicitly states that Public Lands Day is not and shall not be construed to be a state holiday.

Takes effect upon approval.
