S.B. 2510 Summary

• Establishes state energy policy requiring minimum 33.33% of renewable energy generation to come from firm renewable energy sources (available 24/7) for each island

• Limits any single renewable energy source to maximum 45% of generation per island, with exception for geothermal energy, to ensure grid reliability and diversification

• Prohibits fossil fuel generation after December 31, 2045, with limited exceptions for emergencies, natural disasters, or situations outside utility control; legislature may extend deadline by up to three consecutive three-year periods

• Requires office of planning and sustainable development to update the energy state functional plan by 2023 and submit annual progress reports; authorizes Hawaii natural energy institute to study and recommend updated percentages every five years

• Appropriates $200,000 each to the Hawaii natural energy institute and office of planning and sustainable development for fiscal year 2022-2023 to conduct required studies and plan updates
