Establishes that gender-based pricing of substantially similar goods or services by manufacturers constitutes an unlawful deceptive trade practice in Hawaii.

Applies only to manufacturers who sell goods they manufacture directly to consumers in the State for prices they establish.

Defines "substantially similar goods" as products with no substantial differences in materials, intended uses, or functional designs; color differences alone do not constitute substantial differences.

Defines "substantially similar services" as services with no substantial differences in time required, difficulty level, or cost to the provider.

Takes effect upon approval and does not affect rights, duties, or proceedings that existed before the law's effective date.
