Establishes the Hawaii Harbor Ocean Safety Committee within the Department of Transportation to enhance ocean safety and plan for safe navigation of vessels within state harbors.

Requires the committee to prepare and update a harbor safety plan by July 1 each year that includes recommendations on tugboat requirements for tank vessels and reviews of anchorage designations, navigation aids, communication systems, and vessel traffic routing.

Committee membership includes representatives from the Department of Transportation Harbors Division, U.S. Coast Guard, Army Corps of Engineers, NOAA, U.S. Navy, Hawaii Pilots Association, environmental organizations, labor organizations, and various vessel operators (tank ships, dry cargo, fishing, tugs, and pleasure craft).

Requires governor-appointed members to have navigational experience evidenced by a Coast Guard Merchant Marine Deck Officer's license, commercial vessel position, shoreside operational control of vessels, or vessel permitting authority.

Committee must submit findings, recommendations, and proposed legislation to the legislature at least 40 days before each regular session beginning in 2023; becomes effective January 1, 2050.
