Amends Section 37-62 of Hawaii Revised Statutes to expand the definition of "capital investment costs" to include the planting of trees with an expected lifespan of at least 15 years, plus any necessary infrastructure additions or improvements to accommodate the trees.

Modifies the definition of "phases of capital improvement project" to add tree planting (with at least 15-year expected lifespan) as a distinct phase alongside land acquisition, design, construction, and occupancy.

Clarifies that capital investment costs for a program consist of the sum of the program's capital improvement project costs.

Takes effect upon approval.
