Changes liability for parking violations from "any person committing a violation" to the "registered owner of a vehicle that is in violation" of stopping, standing, or parking restrictions.

Applies this registered owner liability standard to all parking violation penalties, including state highway enforcement program surcharges of $200.

Clarifies language throughout the statute by replacing "such" with "the," "those," or "person" with "vehicle" as appropriate.

Maintains that counties cannot impose penalties beyond fines collected by district courts for parking violations.

Takes effect upon approval with no retroactive application to violations occurring before the law's effective date.
