Requires the Department of Education to conduct a feasibility study on transitioning to zero-emission vehicles for all school-related transportation by January 1, 2030.

Department must submit a report to the legislature no later than twenty days before the 2023 regular session convening.

Report must include assessment of current transportation contracts and vehicle inventory, financial implications, plans and recommendations with proposed legislation, anticipated challenges, and progress toward transition.

Findings acknowledge that electric school buses reduce exhaust exposure to students, lower operational and maintenance costs, and align with Hawaii's carbon-negative economy goal by 2045.
