Repeals Chapter 157, Hawaii Revised Statutes (the Milk Control Act), which regulated milk production through quotas and price controls established in the 1960s.

Finds that the regulatory burdens of the Milk Control Act have imposed high costs on local dairy producers, decreased their competitiveness against out-of-state products, and increased milk costs for consumers.

Redirects remaining funds in the Milk Control Special Fund to refund license fees paid by licensees in the two years preceding the Act's effective date.

Directs any remaining balance in the special fund to the Department of Agriculture to assist the dairy industry in establishing cooperatives for continued local milk production.

Takes effect upon approval.
