Appropriates funds from general revenues to the Department of Education's Resources for Enrichment, Athletics, Culture, and Health (R.E.A.C.H.) program for fiscal year 2022-2023 to match federal dollars received under the Nita M. Lowey 21st Century Community Learning Centers Grant Program.

Establishes that the R.E.A.C.H. initiative, created in 2013, provides dedicated after-school programs for public middle and intermediate school students using a community-based approach with state funds and partnerships with schools, parents, and community organizations.

Finds that after-school programs provide important learning and enrichment opportunities while allowing parents to maintain employment, keep students safe, offer learning support, and help reverse high school drop-out rates.
