HI SB2566

Establishes six Hawaiian homes district councils (East Hawaii, West Hawaii, Maui, Molokai, Oahu, and Kauai) composed of representatives from Hawaiian homestead and beneficiary associations within each district's jurisdiction.

Requires the Governor to appoint candidates to fill Hawaiian Homes Commission vacancies within 90 calendar days and mandates that corresponding district councils submit three eligible candidates within 30 calendar days of notification.

Requires eligible candidates for the Hawaiian Homes Commission to have a working knowledge of the Hawaiian Homes Commission Act of 1920.

Amends Hawaii Revised Statutes Section 26-17 and the Hawaiian Homes Commission Act of 1920 to incorporate the new vacancy-filling process through district council recommendations.

Takes effect upon approval; provisions are severable and contingent on any required federal consent under the Hawaiian Homes Commission Act of 1920.
