SB 2570 Summary

• Establishes a zero-emission vehicle fueling system rebate program administered by the Public Utilities Commission to incentivize installation and upgrade of hydrogen fueling systems that store or dispense only renewable hydrogen.

• Provides $200,000 rebates for each eligible installation of a hydrogen fueling system and $200,000 for each eligible upgrade of fuel capacity for a hydrogen fueling system.

• Requires applicants to submit rebate applications within 12 months of placing the newly installed or upgraded system into service.

• Creates a hydrogen fueling system subaccount within the Public Utilities Commission special fund to hold rebate program revenues, exempt from the $1,000,000 annual balance cap.

• Reduces the environmental response, energy, and food security tax allocation to the energy systems development special fund from 8 cents to 5 cents per barrel and allocates the 3-cent difference to the hydrogen fueling system subaccount; effective July 1, 2022.
