Amends Section 226-106 of Hawaii Revised Statutes to add a new priority guideline for affordable housing development.

Establishes use of lands leased to or under federal government control that are to be returned to the State (including former military facilities) as a priority for meeting housing needs of extremely low-, very low-, lower-, moderate-, and above moderate-income households.

Makes minor grammatical corrections by replacing "which" with "that" and "which" with "the" in existing affordable housing provisions.

Becomes effective on July 1, 2050.
