Amends the definition of public lands in Section 171-2, Hawaii Revised Statutes to exempt non-ceded lands set aside by the governor to the Hawaii Housing Finance and Development Corporation (HHFDC) from classification as public lands.

Specifies that lands held by HHFDC in its corporate capacity remain exempt from public lands definition, while explicitly distinguishing non-ceded lands set aside by the governor.

Requires that if lands set aside to HHFDC are no longer needed for housing finance and development purposes, those lands shall be returned to the agency from which they were obtained.

Makes conforming amendments to Section 171-64.7, Hawaii Revised Statutes to apply the same non-ceded lands exemption to HHFDC in the context of lands under state department and agency control.

Changes language from "prior to" to "before" regarding United States relinquishment of lands under the Hawaiian Organic Act, and makes effective upon approval.
