Amends Section 352D-11 of Hawaii Revised Statutes to require the Youth Commission to appoint an executive director for administration and enforcement of commission duties without regard to chapter 76 civil service requirements.

Youth Commission consists of 15 members ages 14-24 appointed by the governor (5 members), senate president (5 members), and house speaker (5 members), with staggered initial terms of one to three years and subsequent two-year terms.

Commission members must represent county and state diversity, with governor-appointed members including at least one previous recipient of youth services and one representative from each county.

Commission responsibilities include responding to legislative requests, conducting youth needs research and community outreach, making policy recommendations, and filing annual reports to the governor and legislature by July 1.

Eight commission members constitute a quorum, with actions requiring a simple majority vote; the commission annually elects a chairperson and may invite nonvoting temporary participants.
