• Changes Section 342L-4(b) to require (rather than allow) the Department of Health to require applications for underground storage tank permits be accompanied by plans, specifications, and other necessary information.

• Changes Section 342L-4(c) to make permit issuance discretionary (director "may" issue) rather than mandatory, allowing the director to reject applications.

• Requires the director to modify, suspend, or revoke permits (rather than merely having discretion to do so) if there is a permit violation, misrepresentation in the application, or a release of regulated substances posing imminent risk to human health or environment.

• Effective date: January 1, 2050.
