• Establishes an environmental investigative hotline pilot project through the Department of the Attorney General, Investigations Division, for Molokai residents to report environmental violations and concerns.

• Authorizes funding for one full-time investigator position on the island of Molokai to investigate environmental concerns reported through the hotline.

• Requires the Department of the Attorney General to submit findings, recommendations, and any proposed legislation regarding the pilot project to the legislature no later than twenty days prior to the 2023 regular session.

• Appropriates unspecified amounts from general state revenues for fiscal year 2022-2023 to implement and manage the hotline and fund the investigator position.

• Takes effect July 30, 2075.
