Prohibits lessees who sell or transfer their Hawaiian home lands lease for personal gain from being placed on any subsequent waiting list maintained by the Department of Hawaiian Home Lands

Applies the same restriction to successors who inherit a lease and subsequently sell or transfer their interest for personal gain

Addresses the legislature's finding that some native Hawaiians have acquired leases, sold them, and then joined waiting lists for additional leases, reducing opportunities for other eligible beneficiaries

Amends Section 208 of the Hawaiian Homes Commission Act, 1920 to add the ineligibility condition, and amends Section 209 to apply the same restriction to successors

Takes effect upon approval
