Appropriates state funds for fiscal year 2022-2023 to extend Medicaid postpartum coverage from 60 days to 12 months following the end of pregnancy.

Authorizes the Department of Human Services to use the appropriation to draw down federal matching funds available under the American Rescue Plan Act of 2021.

Addresses maternal health outcomes by extending coverage during the late postpartum period, when Hawaii data shows 50% of maternal deaths occur between 43 days to one year after delivery.

Recognizes that adequate medical attention could prevent three out of five postpartum deaths and that many postpartum conditions require ongoing care beyond the current 60-day coverage limit.

Takes effect on July 1, 2060.
