Mandates the Department of Public Safety develop and make available gender-responsive, community-based programs, including a community-based work furlough program, for women offenders.

Removes the previous requirement that such programs be "subject to funding by the legislature," making them mandatory regardless of appropriation status.

Specifies that community-based work furlough programs must be included in the range of program models available for women offenders.

Appropriates $1,000,000 from general revenues for fiscal year 2022-2023 to continue and expand community-based work furlough programs for women.

Becomes effective July 1, 2022.
