Appropriates $200,000 from general revenues for fiscal year 2022-2023 to fund residential programs allowing minor children to remain with their mothers while participating in the program

Eligible programs include community-based furlough programs, residential drug treatment programs, therapeutic community programs, and mental health programs

Funds directed to the judiciary to implement programs aimed at reducing trauma and multigenerational incarceration

Addresses findings that as of 2018, 75% of incarcerated women in Hawaii had children, and separation from children causes developmental harm and increases risk of multigenerational incarceration

Takes effect on July 1, 2022
