Creates new exemption in Hawaii Revised Statutes Chapter 584 prohibiting courts from requiring parties alleging domestic abuse to participate in mediation in contested paternity proceedings against their wishes.

Requires mediators to screen for domestic abuse and prohibits mediation when domestic abuse is alleged unless the victim authorizes it, the mediator is trained in domestic abuse, and the victim can bring a support person (attorney or advocate) to the mediation.

Amends Section 580-41.5 to replace "family violence" terminology with "domestic abuse" and apply the same mediation exemption protections to divorce proceedings involving custody or visitation disputes.

Prohibits court-ordered mediation when a temporary restraining order or protective order is in effect if the party alleging domestic abuse does not consent to participation.

Takes effect July 30, 2075.
