Establishes a temporary fetal alcohol spectrum disorders (FASD) task force within the Department of Health, chaired by the director of health, with members including the chief justice, legislative leaders, superintendent of education, insurance commissioner, and Hawaii disability rights center president.

Task force shall develop guidelines and recommendations for governmental support of individuals with FASD, including outreach and treatment; create teaching protocols relating to FASD; identify pathways for state departments to implement policies; and propose implementation timelines.

Requires the task force to submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2023 regular session.

Task force is dissolved on July 1, 2023.

Appropriates unspecified general revenue funds to the Department of Health for fiscal year 2022-2023 to support the task force and authorizes contracting with third parties for assistance; effective January 1, 2050.
