• Appropriates funds from general revenues for fiscal years 2021-2022 and 2022-2023 to support COVID-19 response activities across multiple state departments, including the Department of Defense, Department of Health, Department of Human Services, Department of Public Safety, and Hawaii Health Systems Corporation.

• Establishes a statewide Safe Travels program that exempts travelers from post-arrival quarantine if they present a negative COVID-19 test result from a state-approved test taken within 72 hours before departure, with an exception for those without results due to unforeseen circumstances.

• Authorizes the Governor to establish additional statewide conditions for automatic exemption from pre-travel testing and quarantine requirements based on Department of Health recommendations.

• Requires persons without a negative pre-arrival test result to bear all costs associated with mandatory self-quarantine, including transport, lodging, food, and medical care.

• Repeals the quarantine requirements on December 31, 2021, or upon termination of the State's emergency order, whichever occurs first, and requires that any COVID-19 related projects later eligible for federal reimbursement must deposit those federal funds into the general fund.
