Establishes a Home Birth Task Force under the Hawaii State Commission on the Status of Women with up to twelve members including state directors, healthcare representatives, and midwifery stakeholders.

Task force shall investigate issues related to the midwifery regulatory scheme created by Act 32, Session Laws of Hawaii 2019, including credentialing accessibility, applicants for proposed exemptions, and enforcement mechanisms.

Members serve without compensation and are exempt from Hawaii Revised Statutes Section 84-17 and Part I of Chapter 92; task force must include representation from all counties.

Hawaii State Commission on the Status of Women shall provide administrative and clerical support to the task force.

Task force must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2023 regular session; task force dissolves on June 30, 2023.
