Establishes a procurement preference for state and county construction or demolition contracts that recycles the greatest amount of material, provided the bid is within 10 percent of other bids.

Defines "recycling" to include reuse, resale, or conversion of construction or demolition waste into new materials, products, or fuel for transportation or renewable gaseous fuel.

Requires state building codes to incorporate the International Green Construction Code provisions addressing material resource conservation, construction waste management, and material reuse and recycling.

Mandates that at least 25 percent of non-hazardous construction waste from public building projects and at least 20 percent from private building projects be diverted from disposal through recycling, reuse, donation, or resale.

Specifies compliance requirements including identification of collection locations, specification of materials to be diverted, calculation by mass (excluding concrete foundations), and maintenance of documentation for inspection.

Takes effect July 1, 2050.
