Creates a new land classification called "fourth class--taro lands" for undeveloped public conservation lands in Hawaii that were used for wetland taro cultivation before statehood or retain historic structural evidence such as irrigation ditches, terraces, or walls.

Prohibits district boundary amendments for lands classified as fourth class--taro lands, protecting them from land use reclassification.

Directs the Land Use Commission, in conjunction with the taro security and purity task force, to create an inventory of lands classified as fourth class--taro lands and submit it to the board of land and natural resources for approval.

Appropriates general revenues for fiscal year 2022-2023 to the Land Use Commission to identify and inventory taro lands (specific dollar amount left blank in bill text).

Takes effect July 1, 2050.
