Amends Section 26-56 of Hawaii Revised Statutes to modify the Commission on Salaries' reporting timeline and salary recommendation procedures.

Requires the commission convening in 2024 to make salary recommendations covering through June 30, 2033 (eight fiscal years).

Directs commissions convening in 2030 and thereafter to make recommendations effective July 1 of the first fiscal year of the fiscal biennium after the immediately following fiscal biennium in which the recommendation was made.

Allows the commission to include incremental increases that take effect before the next commission convenes and remain in effect for the following fiscal biennium.

Establishes that salary recommendations for executive, judicial, and legislative branches become effective on the same date beginning July 1, 2033.
