Establishes a three-year cover crop reimbursement pilot program to reimburse farming operations in Hawaii for costs of cover cropping, effective through July 1, 2025

Provides reimbursement rates per acre for single-species cover crops and multi-species cover crops, with specific dollar amounts to be filled in, subject to a maximum reimbursement cap per farming operation per year

Allocates reimbursement funds by farm size based on 2017 USDA Census data: 63% to farms under 10 acres, 27% to farms 10-50 acres, 6% to farms 50-180 acres, and remaining percentages to larger operations

Requires applicants to certify their costs are not already covered by other government cover crop incentive programs such as USDA's conservation programs

Creates a full-time temporary program manager position in the Department of Agriculture at a salary not to exceed $50,000 annually and mandates annual legislative reports on program metrics and recommendations
