Establishes a state rent supplement program for kupuna (seniors) administered by the Hawaii Public Housing Authority to provide rent assistance to individuals aged 62 and older who are homeless or at imminent risk of homelessness.

Requires the Hawaii Public Housing Authority to provide state rent supplement assistance, housing counseling, landlord assistance, and coordinate with mental health services for qualified kupuna participants in the Continuum of Care Coordinated Entry System.

Requires the Hawaii Public Housing Authority to submit annual reports to the legislature detailing findings, recommendations, and any proposed legislation no later than 30 days before each regular legislative session.

Appropriates unspecified general revenues for fiscal year 2022-2023 to fund the program, including staff positions, in addition to the existing rent supplement program budget.

Program is temporary, taking effect December 31, 2050, and repeals on June 30, 2025.
