Establishes cumulative voting rules for planned community association directors, allowing members to multiply their votes by the number of director positions and concentrate votes on single or multiple candidates if association documents permit.

Creates removal procedures for directors elected by members, requiring either board recommendation or a petition signed by at least 100 units or 25% of total units (whichever is less) delivered within specified timeframes.

Protects directors elected by cumulative voting from removal if votes against removal would be insufficient to elect that director under cumulative voting rules.

Exempts planned community associations governed by Chapter 421J from cumulative voting and director removal requirements in the Hawaii Nonprofit Corporations Act (Chapter 414D).

Effective January 1, 2023.
