Authorizes the Department of Human Services to establish and maintain an early childhood registry to collect information from early childhood care and education workers annually.

Requires all staff used to meet staff-child ratios in licensed and registered child care programs to update their information in the registry each year.

Permits collection of workforce data including gender, race, age, experience, languages spoken, wages, benefits, education level, training hours, and participation in apprenticeship programs.

Restricts public disclosure of registry information to aggregate data only, prohibiting disclosure of personally identifiable information about individual workers.

Requires the Department of Human Services to submit findings and recommendations regarding registry updates to the legislature no later than twenty days before the 2024 regular session; takes effect July 1, 2022.
