Requires employers to initiate negotiations on repricing of classes within bargaining units within 30 days of receiving a written request from the exclusive representative.

Establishes that failure to initiate negotiations within 30 days or failure to reach agreement within 90 days of the request (or by January 31 of the year the agreement expires, whichever is earlier) constitutes an impasse.

Makes impasse procedures in Section 89-11 applicable to repricing disputes, allowing the parties to mutually agree on impasse procedures with final decisions subject to arbitration if required.

Changes repricing from a discretionary employer action to a mandatory negotiation and determination process that must follow collective bargaining procedures.

Effective July 1, 2022.
