Amends Section 87A-1, Hawaii Revised Statutes, to expand the definition of "employee-beneficiary" under the Hawaii Employer-Union Health Benefits Trust Fund.

Adds eligibility for surviving unmarried adult children of deceased retired members who are incapable of self-support due to mental or physical incapacity that existed before age nineteen.

Previously limited surviving child beneficiaries to those under a board-defined limiting age; now also includes disabled adult children who meet incapacity requirements.

Applies to beneficiaries of retired members from the employees' retirement system, county pension systems, and police, firefighters, or bandsmen pension systems.

Takes effect upon approval.
