Amends Section 444-8, Hawaii Revised Statutes, to clarify when specialty contractors may perform work in unlicensed crafts or trades on multi-contractor projects.

Requires more than two specialty contractors to be involved on a project before a specialty contractor can perform incidental and supplemental work outside their licensed craft.

Limits unlicensed work performed by specialty contractors to five percent of the total work performed in their licensed craft, measured by cost and extent of work involved.

Becomes effective July 1, 2050.

Does not affect rights, duties, penalties, or proceedings that occurred before the effective date.
