Amends the definition of "public work" in Hawaii Revised Statutes Section 104-1 to include projects regardless of whether a government contracting agency is involved.

Expands "public work" to include projects that use land owned by or leased from the State or counties.

Includes projects granted waivers or exemptions from state or county fees, charges, impact fees, park dedication, or other land use requirements as public works.

Includes projects exempt from any state or county taxes, including state general excise tax and county real property taxes, as public works.

Takes effect upon approval.
