Defines "youth vocational training program or internship" as a state-recognized program where students work under a written agreement specifying training focus, direct supervision, safety coordination, job training planning, and prohibition on replacing professional labor.

Requires written agreements for youth vocational training programs to be signed by employer, school career and technical education coordinator, principal, and student's parent or legal guardian, and kept on file by both school and employer.

Adds new employment exception allowing minors under 18 years of age to work in youth vocational training programs or internships, registered apprenticeships validated by the U.S. Department of Labor or state, or occupations after completing approved vocational education programs.

Permits employment in these programs only during periods when minors are excused by school authorities from attending school and requires employers to maintain a valid certificate of employment on file.

Takes effect July 1, 2050.
