Requires the Office of Planning and Sustainable Development to establish a pilot project developing an adaptation and resilience plan for the Waikiki special district to address climate change and sea level rise impacts.

Plan must include assessment of nature-based and urban design adaptations, benefit-to-cost economic evaluations, technical feasibility assessments distinguishing public from private strategies, community outreach strategies, and timeline with action triggers.

Office shall coordinate with University of Hawaii, City and County of Honolulu, Department of Land and Natural Resources, Waikiki Beach Special Improvement District Association, and Waikiki Neighborhood Board.

Preliminary status report due to legislature twenty days before 2023 regular session; final Waikiki adaptation and resilience plan due twenty days before 2024 regular session.

Appropriates general revenues for fiscal year 2022-2023 to fund initial development phase of the plan; effective July 1, 2050.
