Proposes an amendment to Article 1 of the Hawaii Constitution establishing that each person owns and has an exclusive property right in data they generate on public networked information systems like the Internet.

Delegates to the legislature the authority to determine which specific data are subject to this provision and how the provision shall be implemented and enforced.

Requires a ballot question asking: "Shall the constitution guarantee the right of each person to own and have an exclusive property right in the data that person generates on the Internet?"

Takes effect upon compliance with Article XVII, Section 3 of the Hawaii Constitution, which governs constitutional amendment procedures.
