Prohibits commercial vehicles from making pickups or deliveries to business establishments between 10:00 p.m. and 7:00 a.m. if the vehicle passes within 50 feet of a single-family residence.

Exempts commercial vehicles operating in response to an emergency from the noise pollution restrictions.

Establishes a fine of $200 for violations of the noise control measure.

Deposits all fines collected under this section into the state highway fund.

Takes effect on January 1, 2050.
