Expands the definition of "abandoned well" to include wells where: the purpose or use has been permanently discontinued; the well has served its purpose; the well is not properly maintained; the physical condition causes waste or impairs ground water quality; or the well is in disrepair and poses a hazard to public health or safety.

Requires owners of abandoned wells to seal or repair the well at their own expense in compliance with well construction and pump installation standards.

Requires well owners to file an application for a well sealing permit signed by a licensed driller with the commission on water resource management before sealing an abandoned well.

Requires property owners to notify the commission on water resource management of property transfers involving abandoned wells upon opening of escrow, if the owner knows of the well or it is visible from an accessible area.

Takes effect upon approval.
