Reduces special management area (SMA) permit requirements by expanding exclusions from the definition of "development" under chapter 205A, Hawaii Revised Statutes.

Adds five new categories of excluded activities: public pedestrian and bicycle facilities; trash and invasive vegetation removal; fencing for invasive species control or habitat preservation; lighting and equipment upgrades at public facilities; and security measures at existing public facilities.

Lowers the floor area threshold for single-family residence exemptions from 7,500 square feet to 5,000 square feet.

Clarifies that traditional and customary Hawaiian practices, including work at traditional fishponds (loko i'a), are excluded from development definition.

Preserves authority to classify excluded activities as "development" if cumulative impacts or significant environmental effects on special management areas are identified.
