Requires the Office of Planning and Sustainable Development to conduct a study assessing the rural district framework and recommending revisions to rural district policies and permissible uses.

Study must include legal analysis of regulatory issues and safeguards needed to facilitate reclassification of lands from the agricultural district to the rural district, plus recommendations for implementing legislation.

Office of Planning and Sustainable Development shall coordinate with the Land Use Commission, Department of Agriculture, and county planning departments, and engage community stakeholders including farming interests.

Requires submission of an interim report to the legislature no later than twenty days before the 2023 regular session and a final report no later than twenty days before the 2024 regular session.

Appropriates funds from general revenues for fiscal year 2022-2023 to the Department of Business, Economic Development, and Tourism to conduct the study and complete required reports; effective July 1, 2022.
