Adds requirement for community correctional centers to conduct internal pretrial female risk and needs assessments on adult female offenders within three working days of admission, with same exemptions as standard pretrial risk assessments.

Requires the female risk and needs assessment tool to consider factors important to evaluating women's risk of reoffending, including rates of physical and sexual abuse prior to becoming an offender and specialized treatment needs.

Mandates periodic review and validation of the female risk and needs assessment tool at least every five years, with findings to be publicly reported.

Defines "pretrial female risk and needs assessment" as an objective, research-based, validated tool measuring female offenders' risk of flight, criminal conduct, and violence or harm to persons or the public while on pretrial release.

Effective date: July 1, 3000.
