Adds United States Immigration and Customs Enforcement-Homeland Security Investigations (ICE-HSI) special agents to the list of federal law enforcement officers authorized to make arrests under Hawaii state law.

Removes United States Citizenship and Immigration Services (USCIS) from the list of agencies whose officers may arrest under state law, as USCIS does not have federal arrest authority.

Authorizes arrest powers for ICE-HSI special agents and United States Customs and Border Protection (CBP) officers for assaults, crimes involving physical harm, offenses against public order, felonies, and persons with outstanding warrants.

Updates titles and references to reflect current Department of Homeland Security agency structure, requiring the special agent in charge of ICE-HSI Honolulu or CBP port director to certify that officers received proper training.

Permits enhanced collaboration between state and federal law enforcement on national security matters, criminal investigations, and public safety initiatives.
