Allocates $148,084 (FY 2021-2022) and $529,865 (FY 2022-2023) in general funds specifically to the Department of Education for bargaining unit (2) cost items.

Appropriates $699 (FY 2021-2022) and $2,311 (FY 2022-2023) in general funds to the Hawaii Judiciary for administration of bargaining unit (2) agreements.

Authorizes $13,514 (FY 2021-2022) and $54,288 (FY 2022-2023) in special funds for Hawaii Health Systems Corporation to cover collective bargaining unit (2) employees assigned to the corporation.

Provides salary increases and cost adjustments for excluded state officers and employees in the same compensation plans as bargaining unit (2), with proportional funding from federal, special, or other sources as applicable; funds lapse on June 30, 2023.
