• Extends salary increases and cost adjustments to state officers and employees excluded from collective bargaining who belong to the same compensation plans as bargaining unit (4) members, totaling $11,695 (FY 2021-2022) and $44,091 (FY 2022-2023).

• Allows FY 2021-2022 appropriations to carry over through the end of the 2021-2023 biennium, with all unencumbered funds lapsing on June 30, 2023.
