Appropriates and authorizes funds for collective bargaining cost items for bargaining unit (5) and excluded state officers and employees in the same compensation plans for fiscal biennium 2021-2023.

All funding appropriations are set at zero dollars (-0-) across general funds, special funds, federal funds, and other funds for both FY 2021-2022 and FY 2022-2023.

Director of Finance shall allot appropriated funds to state departments for expenditure in respective fiscal years.

Salary increases and cost adjustments paid from federal, special, or other funds shall be paid from those respective sources, wholly or proportionately as applicable.

Takes effect July 1, 2050; fiscal year 2021-2022 appropriations do not lapse until end of fiscal biennium 2021-2023, with any unexpended or unencumbered funds lapsing by June 30, 2023.
