Appropriates funds for collective bargaining cost items for bargaining unit (6) members for fiscal biennium 2021-2023, totaling $1,350,473 in general funds and $27,977 in special funds for FY 2021-2022, and $4,807,832 in general funds and $105,902 in special funds for FY 2022-2023

Appropriates additional funds for salary increases and cost adjustments for state officers and employees excluded from collective bargaining who belong to the same compensation plans as bargaining unit (6), totaling $196,440 in general funds and $12,835 in federal funds for FY 2021-2022, and $731,209 in general funds and $48,342 in federal funds for FY 2022-2023

Directs the director of finance to allot appropriated funds to appropriate state departments for expenditure in their respective fiscal years

Requires that salary increases and cost adjustments for employees whose compensation is paid from federal, special, or other funds be paid proportionately from those respective funds

Specifies that FY 2021-2022 appropriations shall not lapse until end of fiscal biennium 2021-2023, with any unexpended or unencumbered funds lapsing on June 30, 2023
