Appropriates funds for collective bargaining cost items for bargaining unit (7) members for fiscal biennium 2021-2023, including general funds of $3,523,796 (FY 2021-2022) and $12,429,154 (FY 2022-2023).

Authorizes additional funding from special funds, federal funds, other federal funds, and revolving funds to support the negotiated collective bargaining agreement.

Appropriates separate funds for salary increases and cost adjustments for excluded state officers and employees in the same compensation plans as bargaining unit (7), including general funds of $501,915 (FY 2021-2022) and $1,886,384 (FY 2022-2023).

Requires the director of finance to allot appropriated funds to appropriate state departments for expenditure in their respective fiscal years.

Specifies that FY 2021-2022 appropriations shall not lapse until the end of fiscal biennium 2021-2023, with any unexpended or unencumbered funds lapsing as of June 30, 2023.
