Appropriates funds for collective bargaining cost items for bargaining unit (12) members and their excluded counterparts for fiscal biennium 2021-2023, with all funding sources (general, special, federal, and other funds) set at $0 for both fiscal years.

Authorizes salary increases and cost adjustments per chapter 89C, Hawaii Revised Statutes, for state officers and employees excluded from collective bargaining who belong to the same compensation plans as unit (12) members, with all funding sources set at $0 for both fiscal years.

Requires the Director of Finance to allot appropriated funds to state departments for expenditure in their respective fiscal years.

Specifies that salary increases and cost adjustments for employees whose compensation is paid from federal, special, or other funds shall be paid proportionately from those respective funds.

Takes effect July 1, 2022, with any unexpended or unencumbered funds lapsing as of June 30, 2023.
